Move "import" menu item

Description

The "import" menu item in the administation area is one of the main headings.

I think it would be more appropriate in a less prominent position - as most people will only ever use it once, if at all.

Perhaps it could be included as an option as part of the install or upgrade process, and otherwise can only be called directly from its url, like upgrade.php
