When Privacy is turned on, Update Services textarea is always blank, and "eats" any input

Description

When Privacy is turned on in Options > Privacy, the Update Services textarea is always blank, and anything put in there is deleted.

The textarea should be disabled altogether and a notice put in its place.

(In [4326]) hide Update Service option and display a friendly note when Privacy is turned on. Props mdawaffe for finding the culprit. fixes #3203
