"Import Ultimate Tag Warrior tags" should be removed from Manage > Categories

ENV: WordPress 2.3-RC1+ r6159

Most people don't have UTW and it gives the false impression, that there aren't importers for other tagging systems.

Patch removes reference to importers and moves the note about converting up to the "Note" section.
