Description
The conversion from categories to tags is presently a one-way action. A reverse conversion tool is needed to permit users more flexibility in deciding how to best allocate their topics and tags for optimum search engine optimization and user navigation.

The arguments provided above may be sound. But, for usability sake, you NEED to be able to UNDO a category to tag conversion. Don't tell me someone couldn't "accidently" convert their categories to tags, and be STUCK like that.

There are tons of things in WordPress that aren't reversible -- deleting posts, deleting users, etc.
I think one should just be more careful and pay attention to confirmation warnings.

While a tag to category converter *may* be useful for those who accidentally perform such actions, In general i dont see the need for it; And would leave it up to plugins myself. (Every ticket needs a milestone)

The existing converter deletes categories
(iirc, it does this without any warning that this'll happen)
Not deleting categories by default would a)be faster and b)allow folks to move back to categories more easily.
(As an aside, deleting a category currently makes posts uncategorised, it should have the option to assign them to parent category)
Plugin material IMO as I don't see this being a much requested feature.
While categories can be used as tags (and may have been in the past, hence the converter), I don't really see tags being used as categories, especially when one could just use categories in the first place.
