Description
When sending pingbacks, WP 2.0.3 appears to be using an invalid pingback URI, as shown in the pingback.log. An excerpt:

Oh, there's much more to this story. It seems people can't post comments because of this, either. The comment disappears into the bit bucket, and the user gets redirected to /1970/01/01 . Will try reversing 3823 and seeing what happens.
Cannot duplicate on my server. If I submit blank or 0 to get_permalink(), I get http://example.com/2006/06/15//
No clue how you're getting that date... has to be something in get_permalink() that's screwing up.
