Scheduled Backup in wp-db-backup plugin doesn't work.Because of “if ( !current_user_can('import') ) return;” in the wpdbBackup_init function?

Right you are. I think we can remove that line without opening up any security holes.

I think this ticket has became invalid since the wp-db-backup plugin was removed from core.

I've opened a duplicate ticket ​here. More may need to be done than just deleting that line.
