Group plugins by activation status

Description

Right now plugins are sorted alphabetically, regardless of their activation status.
Personally I would like to see some sort of grouping, specifically grouping the active and inactive plugins in seperate groups. Is that possible?

I had this exact thought late in the 2.5 development cycle, To me it seems redundant trying to seperate by colour, as well as having a repeating column of the status of the plugin.

For People with a small number of plugins, or with plugins which are mainly activated, the single table makes sense.

However, once you get into a larger number of plugins, Many of which may be deactivated(As happens with test blogs), seperating them into seperate tables makes more sense IMO.

Setting to a 2.7 milestone pending a patch and agreement on implementing or not.
